Adattamento urbano, strategie e progetto. Il divario fra le politiche e la loro implementazione

I crescenti impatti dei cambiamenti climatici spingono le città a intraprendere percorsi verso l’adattamento e la resilienza. L’adattamento, per la sua natura sistemica, è multiscalare: alla scala urbana (livello macro) si attua attraverso piani e strategie; alla scala di progetto urbano e architettonico (meso/micro), tali strategie sono implementate con interventi concreti. Tuttavia nell’azione di alcune città si coglie un divario fra i diversi livelli. Attraverso l’analisi dell’adattamento nelle aree urbane di Miami e Rotterdam l’articolo mira a esaminare il divario che spesso esiste fra la strategia e l’implementazione, e la necessità di una coerenza fra questi che garantisca un reale processo di trasformazione urbana verso stadi di maggiore resilienza tramite approcci sistemici.
